Northeast Indiana Voters Reject Casino Proposals in Three Counties
Voters in three northeastern Indiana counties rejected proposals to allow land-based casino gambling during the November 3, 2026, election. The referendums, held in Allen, DeKalb, and Steuben counties, followed legislation passed earlier this year allowing residents to vote on whether casino gambling should be permitted in their respective counties.
In Allen County, voters rejected the proposal by a margin of 61,310 to 41,625, with approximately 59.6% voting against casino gambling. DeKalb County voters opposed the measure by 7,374 to 4,043, while Steuben County rejected the referendum by 6,234 to 4,394.
Under Indiana law, casino development in any of the three counties required voter approval before a proposed project could advance to the Indiana Gaming Commission for licensing consideration. With all three referendums failing, the proposals cannot return to voters without additional legislative action.
Michigan Gaming Control Board Expands Online Sports Betting to Include Fixed-Odds Horse Racing
The Michigan Gaming Control Board (MGCB) announced on October 30, 2026, that fixed-odds horse racing wagering has been added to Michigan’s online sports betting catalog. The change allows licensed online sports betting operators to offer a new wagering format for horse racing, expanding the options available to Michigan bettors.
Unlike traditional pari-mutuel wagering, where bets are pooled and payouts are determined by the final distribution of wagers, fixed-odds betting allows bettors to lock in their payout odds when placing a wager. This provides an experience similar to traditional sports betting, where potential payouts are established before an event begins.
MGCB Executive Director Henry Williams stated that the decision reflects changes within the horse racing industry and growing consumer demand for fixed-odds wagering. The Board emphasized that expanding wagering options will allow Michigan to adapt to industry developments while maintaining a regulated horse racing market.
Fixed-odds horse racing wagers became permissible on October 30 through licensed Michigan online sports betting platforms. The new wagering format is subject to the same regulatory requirements and consumer protections as other authorized sports betting activities, including responsible gaming measures, licensing requirements, and age and residency verification.
